Senior Analyst: Defence & Security

RAND Europe is looking for a highly experienced defence and security analyst to develop, lead and deliver public policy research focused on the UK government, European Union and beyond. RAND Europe is a not-for-profit research consultancy that conducts client-funded research for governments, international organisations, research councils, charitable foundations and other organisations. The Defence, Security and Infrastructure Research Group conducts a wide-ranging portfolio of research for a diverse client base in the UK, Europe and beyond. Our clients include UK government departments (e.g. Ministry of Defence, Home Office), EU institutions (e.g. European Commission, European Parliament), national and international defence and security organisations (e.g. national defence departments, NATO), and various third sector and humanitarian organisations.

Our work covers a broad range of public policy issue issues, including:

  • Defence (high-level strategy and policy, capability development, defence industry issues, defence acquisitions and emerging technology, wargaming)
  • Security (counter-terrorism, counter-violent extremism, border security, human security, capacity building, resilience and climate change)
  • Cyber (cybersecurity, cybercrime, digital society trends and wider impact of related technologies e.g. AI and human-machine teaming)
  • Infrastructure (transport and choice modelling, infrastructure policy)
  • Futures (emerging technology, innovation, future macro trends)

 

Researchers in the Defence, Security and Infrastructure group originate from a diverse range of nationalities, disciplines and professional backgrounds including the Civil Service, military, consultancy and academia.

 

 

About the role

Your primary role will be to develop, lead and manage research and analysis on complex policy questions on behalf of our clients. You will work as part of our wider research leadership team to ensure that projects are delivered on time, on budget and to the highest quality standards.

 

Specifically, the Senior Analyst role will involve:

  • Identifying research opportunities and supporting wider business development initiatives
  • Proactively developing relationships with current or prospective clients, as well as wider networks of experts and collaborators
  • Leading or managing the development of competitive research proposals, including designing an effective approach and project management plan that deliver against client’s requirements
  • Leading or managing research projects, working collaboratively as part of an interdisciplinary project team and demonstrating strong project management, teamwork and leadership skills to support junior researchers
  • Developing junior researchers through training and development activities, and performance management processes
  • Demonstrating deep subject matter expertise in your area of specialism, whilst also remaining agile to work across a broad range of topic areas within the portfolio of the Defence, Security and Infrastructure research group
  • Demonstrating excellent time management skills to manage involvement in multiple parallel projects, proposals, corporate initiatives and other activities (e.g. outreach, speaking roles at conferences, publication of op-eds etc.)
  • Supporting the Research Group Director as required in managing the group and developing an appropriate culture and strategy
  • Contributing as required to the wider management and leadership of RAND Europe as a business

 

Key responsibilities

  • Leadership of business development activities, including budgeting and research design, building collaborative partnerships with other research organisations where necessary, understanding client requirements
  • Managing research project and proposal teams including a diverse and interdisciplinary mix of RAND researchers and external partners
  • Ensuring research outputs (e.g. research reports, briefs, etc.) meet RAND quality standards (i.e. peer review standards) and client needs
  • Managing project budgets to time and output
  • Proactively identifying and pursuing business development opportunities
  • Conducting outreach activities to promote RAND’s research and maximise the impact it has
  • Delivering on research group target sales and supporting others to do so

 

Skills and Experience

You will have substantial research experience in one or more areas covered by the Defence, Security and Infrastructure Research Group and you will have applied a broad range of research methods in either an academic or consultancy environment.

Essential

  • You have achieved impact through the delivery of high-quality research
  • You have designed research approaches tailored to specific policy research questions
  • Your experience includes applying qualitative and/or quantitative research methods to address complex research questions
  • You have managed or led multidisciplinary research teams
  • You can communicate research findings effectively to policymakers through written and verbal means
  • You have managed a diverse range of clients in the public and private sector
  • You have mentored junior researchers to develop their skills and competence
  • You have an excellent command of English language
  • You are proficiency in using Microsoft Office tool suite

 

Desired

  • You maintain strong networks and relationships in relevant organisations and fields
  • You possess experience of managing external research partners and collaborators, including multinational consortia
  • You are eligibile for UK Security Clearance (SC) or Developed Vetting (DV)
  • You have additional language skills beyond English, especially other European languages
  • You can conduct research using additional software and technical skills (e.g. data analytics, statistical software, data visualisation, etc.)

 

Qualifications

Higher Degree level qualification in a subject that includes significant use of qualitative and/or quantitative research.
