Finance Manager

We seek an experienced, part-qualified or qualified finance professional to lead and be responsible for our financial operations. The work involved ranges from strategic activity and reporting to our Trustees, ensuring that we adhere to charity and statutory obligations, through to practical management of our financial and accounting processes, line management of one post and responsibility for our premises. CRAC is a small enterprise which requires all staff to work at a range of levels.

Salary range: £35k - £40k per annum (or pro rata if not a full-time arrangement)
 
The Careers Research & Advisory Centre (CRAC) is an educational charity based in Cambridge, operating in the UK since 1964 and increasingly internationally, with 16 staff.
 
We are open to a range of flexible working options. Ideally the post would be full-time and include responsibility also for our human resources function, which would require relevant experience. Alternatively, the role could purely focus on finance in which case this could suit an experienced finance manager seeking to work on a part-time basis.

JOB PURPOSE:Overall responsibility for:
(1) management of CRAC’s finances and corporate governance; and
(2) supporting operational effectiveness of the business

MAIN RESPONSIBILITIES
Financial
• To lead and be responsible for the organisation’s financial and budget management processes
• To collate financial information, producing monthly forecasts and reports for the Senior Management Team
• To prepare and present financial management reports to CRAC Board of Trustees and for external funders where required
• To develop and manage CRAC’s financial systems and reporting, including use of Xero and certain outsourced financial functions, improving and embedding effective financial procedures across the organisation
• To act as a member of the Senior Management Team including support for strategic development of the organisation
• To provide input to (or oversight of) CRAC’s contracts for business, licensing and intellectual property issues
• To support Senior Management Team members and other project managers (business partners) to achieve effective budgeting and monitoring against budgets
• To oversee reporting of business development information
• To assist with and/or prepare costings for funding bids and provide input/advice to staff on pricing and cost management
• To undertake the treasury function and cash flow management to support operational needs, and monitor investment performance
• To be responsible for VAT and other taxation issues
• To provide financial reports to the CRAC Pension Scheme Trustees and manage the outsourced pension administration function 
Governance
• To understand the legal and reporting obligations of CRAC as a charity and company and ensure that appropriate annual accounts and statutory reporting are filed on a timely basis
• To ensure that CRAC remains in compliance with all financial legislative requirements at all times
• To ensure that appropriate and adequate insurance cover is in place
• To ensure that adequate internal controls are in place so that the accounting function manages financial risks
• To provide line management for CRAC’s Office Manager.
Resourcing (if appropriate)
• To oversee and/or develop all necessary HR policies and processes, including management of outsourced payroll and pensions services, ensuring that CRAC is compliant with all legislative requirements
• To provide expertise and guidance to staff on HR policies and procedures, using external HR specialists as required
• To support the Senior Management Team during recruitment of staff or in relation to other employment or staff development issues
Facilities
• To have overall responsibility for the office premises and lease, ensuring the facilities meet the needs of CRAC and its staff, including appointment/management of any external contractors necessary
• To oversee and be responsible for the health and safety of the CRAC workplace/s
• To provide support to the ICT Manager where appropriate to ensure adherence to relevant data or business continuity standards and for effective operation of the business

3.  PERSON SPECIFICATION AND EXPERIENCE
Knowledge and experience: 
• Experienced in accounting functions or qualified accountant (e.g. ACCA, CIMA)                                                                                        
• ICT literate, especially excel and accounting packages                                                       
• Experience of year end audit preparation
• Experience of preparing budgets, management accounts and cash flows
• Experience of payroll and pension administration
• Experience of insurances and premises management
• Working knowledge of financial procedures and principles, and financial planning
• Understanding of best practice in relation to corporate governance
• Ideally, experience and/or enthusiasm in HR management
• Working knowledge of company and employment law
• Experience of the administrative aspects of Company secretarial activities.

• Excellent communication and presentation skills both written and oral
• High level analytical skills and excel/financial package experience
• Understand and develop rigorous financial processes and procedures
