Interim Finance Director - 12 Month FTC

RAND Europe works across a range of areas from health to defence from our offices in Cambridge and Brussels. We are ambitious. Our vision is to be the European policy research partner of choice for those who serve the public good. As such, we work across Europe and with a variety of funders. These funders are mainly public sector bodies (e.g. government ministries/departments, research councils, and agencies) but we have seen a significant increase in funding from the private sector and large foundations. Overall, the demand for our services is growing significantly and we have expanded to meet that demand. We have also launched a fundraising campaign to give us the ability to tackle complex policy problems that our traditional sources of funding may not support. Given polarisation in our societies and what we label as ‘truth decay’ we believe that more than ever the work of RAND Europe is critical.

 

We are currently seeking an Interim Finance Director to join us on a 12 month Maternity cover contract starting June 2022 to support the President in the leadership of RAND Europe, most significantly including providing strategic and financial guidance to ensure financial reliance and that business objectives are met.

Key Responsibilities

  • Overall financial management of RAND Europe, operating as a UK Community Interest Company (CIC), a Belgian international not-for-profit association (AISBL) and a UK Charity (Charity)
  • Support the President to deliver business and strategic objectives, particularly with respect to net revenue, net contribution and performance management
  • Manage the Finance Team to ensure high quality deliverables in all aspects of financial, management and project accounting
  • Manage the Legal team to provide legal and commercial advice to the organisation, including contracts, legislation and intellectual property
  • Oversee the running of the Programme Support Office to ensure the smooth running of the company’s research proposals and projects
  • Delegated business signatory for all contracts and grants
  • Oversee governance of proposal and project processes within the business to ensure consistency and quality in all projects, and makes determinations on exceptions
  • Support the President in the development and delivery of the RAND Europe Business Plan / Mid-year Outlook (reforecast)
  • Responsible for corporate reporting and management information, including reporting to RAND US and external statutory reports
  • Responsible for cash flow, which includes prediction of future financial trends to maximise company liquidity
  • Ensure compliance with all audits, accounting, charity and reporting requirements
  • Provide continuous review and development of controls and procedures to safeguard the organisation
  • Performance manages, mentors and develops the Finance, Legal and Programme Support Office Teams
  • Complies with all company policies and RAND Europe Management Systems
  • Ad hoc duties as required

Skills, Qualifications and Experience

  • All aspects of financial and management accounting, budgeting and forecasting
  • Internal and external reporting
  • Taxation & Audits
  • Leadership and financial management in a professional services environment
  • Commercial experience
  • Ability to direct and manage multi-functional teams
  • Worked as part of a leadership team
  • Consolidated multi-currency financial accounting
  • Reporting on grants and large-scale European research projects
  • Multiple business system experience, including implementation of new systems
  • Advanced Excel
  • Excellent communication skills, both written and verbal
