Fast-track commercial into residential – a first for Cheffins

Cheffins has just gained permission for the change of use of an Ely office building into residential (six flats). The firm’s Head of Planning, Paul Sutton, said: “The new regulations came into effect in May this year and we have used this fast-track process on vacant offices in St Mary’s Road. This is one of the first applications of this type that have been approved in Ely.”

This procedure avoids the need for a full planning application, but there are a number of significant qualifications.  The rights only apply to buildings used as an office immediately before 30 May 2013 or, if vacant, where its last use was as an office - as such vacant new offices are excluded. Listed buildings and scheduled ancient monuments are excluded.

Paul Sutton adds “Prior approval of the local planning authority (LPA) is required in relation to flooding, highways and contamination matters only. The LPA has 56 days from receipt of the application to confirm whether further details in relation to these matters are required, failing which development may proceed.”
