Air 2020 Airbridge Resilience Project Coordinator – Cambridge

The British Antarctic Survey is undergoing a significant building programme in support of modernising the facility at Rothera. Changes to the Wharf will make cargo operations with the new polar research vessel, the Sir David Attenborough, more efficient. The improvements in the infrastructure will modernise the hub of the UK Antarctic Operations. These projects are time critical and delays in build programmes will have significant cost implications. Consequently delays for staff on these projects, both in and out of Rothera, will have a significant impact.

The Air Capability 2020 Project identified a number of options which require further investigation. This role will investigate options for increasing the resilience of the airbridge gateway to Rothera. It will involve gathering of information and data from UK organsisations, contacting international aircraft charter organisations and shipping providers to pull together an integrated and co-ordinated response that minimises delays and impact to both Rothera and the projects underway.

Purpose

To implement a safe and cost effective plan for improving intercontinental airbridge resilience and ensuring ongoing operations in the event of loss of Dash 7 capability during the Austral Summer (mid October to end March) until 2025.

A number of options will require consideration and investigation such as aircraft charter, commercial options via King George Island, use of existing assets within NERC and BAS (air and ship) and collaboration with other national partners. The solution is likely to require an interlinked logistics plan, as opposed to a single option.

Support will also be required for the BAS Air Unit to minimise risks and impacts within the current air bridge operation.

Duties

• Identify safe, practicable, realistic and affordable options for moving people and
cargo between the gateways of Punta Arenas and the Falklands to Rothera in the event of Dash 7 failure
• Deliver a viable plan for air-bridge resilience that can be actioned in the event of the loss of the Dash 7 capability for a period of more than two weeks
• Have this plan ready for the 2019/2020 Antarctic season and plans for each season to 2025
• Work with BAS operations so that risks, options and solutions are mutually agreed and understood
• Work with the BAS Air Unit to ensure that the current operation is resilient
• Investigate options for potential use of other NERC assets and work up a mutually agreed plan if viable
• Investigate charter options to ensure they meet our required safety standards
• Manage the tender process for any chartered/bought in services
• Work with relevant national programmes where required
• Financial planning
o cost analysis of available options
o produce a five year forecast for preferred options
o work with BAS finance to produce a viable financial model for standby by charter options
• Manage associated meetings and workshops
• Produce project documentation and updates
• Report to the Project Board
• Contribute to managing the operational risks relating to the Rothera gateway
• Any other duties within the remit of the role as required by the Head and the Director of Operations
