Firms expanding their staffing outside UK do not always need to form branches, subsidiaries or other legal entities. In a lot of countries it is possible to just register as a “foreign employer”.
Cambridge based Le Cheminant International had a case a couple of months ago where a client (a Sussex coast based engineering company) wanted to register in this way in Romania in order to employ a person there. The firm has for 15 years or so been registered in the same way, just as an Employer, in Poland .
• Our local Romanian "payroll partner" sent the list of documents required on the 11th March 2025; documents like Power of attorney, certificate of incorporation IN UK,
• the company completed and sent the documents on 19th of March
• and we all received a copy of the Registration Certificate on April 1.
Very impressive-the response from the client was fast and organized, the payroll firm's registration service was ultra smooth, and the Romanian government authorities administered the case rapidly.
The client can now have a routine payroll in Romania without all the costs of an “Employer of Record service” or the commitment of setting up a branch or subsidiary.
Even faster in Sweden: the same client sent similar documentation for Sweden on 25 March 2025 and received the Register number from the Swedish authorities (Skatterverket) on April 7.
