Convened by Claire Dove CBE, the VCSE Crown Representative, the Panel brings together key stakeholders to facilitate discussions on the sector and its engagement with Government, particularly in relation to commissioning and financing.

Claire is known nationally and internationally for her work in the sector, for ten years chairing Social Enterprise UK. Ensuring Social Enterprises have a voice within Westminster and Whitehall, Claire worked with the Governmental teams introducing and the Social Value Act and embedding the Social Value Model.

The Panel meeting on 22 March 2023 received reports on: The Procurement Bill; Home Office planning for Modern Slavery Victim Support and the Crown Representative commissioned VCSE Contract Readiness Programme, followed by an early engagement notification of an opportunity for prison and probation advocacy services.

Julian has specialised in charity law for over 30 years and is known for promoting the purpose-driven model in public services and the combination of public benefit and business legal disciplines.

He champions the maturing of Social Enterprise, Social Finance, Social Value, Social Impact Investment and their application to the Public Value imperative in public policy, especially through Innovation Partnerships, multi-sector, multi-stakeholder collaboration and commissioning/procurement transformation.

“I am delighted to receive this opportunity for direct discussions on the essential socio-economic importance of the voluntary, community and social enterprise sector,” said Julian.
